Big Ten going to East-West alignment for divisions

PARK RIDGE, Ill. (AP) ? No more "Legends." And no more "Leaders."

The Big Ten is giving them the boot and following a more conventional route for its division names.

The conference is going with "East" and "West" instead and switching to a nine-game scheduling format after presidents and chancellors approved the moves on Sunday.

The new division alignments will begin in 2014 when Rutgers and Maryland join the conference, meaning "Legends" and "Leaders" will be a thing of the past. That will probably come as good news for fans who have criticized those names ever since the league unveiled them in 2010. To many, they were confusing and didn't help identify where teams play, but that won't be an issue any more.

Besides the new division alignment, teams will go from playing eight conference games to nine in 2016.

"Big Ten directors of athletics concluded four months of study and deliberation with unanimous approval of a future football structure that preserved rivalries and created divisions based on their primary principle of East/West geography," commissioner Jim Delany said in a statement. "The directors of athletics also relied on the results of a fan survey commissioned by BTN last December to arrive at their recommendation, which is consistent with the public sentiment expressed in the poll."

Indiana, Maryland, Michigan, Michigan State, Ohio State, Penn State and Rutgers will be in the East division. The West will consist of Illinois, Iowa, Minnesota, Nebraska, Northwestern, Purdue and Wisconsin.

Schools will play six division games plus two against teams from the other division in 2014 and 2015. In 2016, they'll play three cross-division games.

Indiana and Purdue will meet on an annual basis. But Michigan athletic director Dave Brandon said each school had to make compromises.

"Fourteen athletic directors came to the table with different objectives and our goal was to compromise to the point that we could move together with one plan," he said. "Each of us had things that were extremely important and things on our wish list. I wanted us to play Michigan State and Ohio State every year and for the Michigan-Ohio State game to be the last one ever year. I'm pleased we're going to be able to do those three things.

"But it's not a perfect setup because no school got everything they wanted."

East division teams will host five conference games during even-numbered years starting in 2016, with West teams hosting five in odd-numbered seasons. Under that format, teams will be guaranteed to play each other at least once every four years, and in a statement, Nebraska chancellor Harvey Perlman called that "an important feature."

He also praised the changes, saying they are "the best option" and "will serve us well."

Brandon said a 10-game format was "carefully considered to even out the home-and-away problem," but that would have hindered nonconference scheduling.

"If you take away another nonconference game, it would have a detrimental impact financially for everybody in the conference, and we would've taken the biggest hit because we have the largest stadium," he said.

Nebraska coach Bo Pelini praised the division alignment and the nine-game format.

"Geography seems to be a logical way to determine the divisions, and it should allow for easier travel for our fans," he said in a statement. "The nine-game conference schedule will help improve the strength of schedules across the board in the Big Ten, and I think everyone anticipates strength of schedule being a key component for choosing teams to participate in the new playoff system."

Delany said athletic directors met in person or talked on conference calls six times from December to March to discuss the changes.

"The level of cooperation and collaboration was reflective of what we've come to expect from this group of administrators who have worked extremely well together on a number of complex matters over the past several years," he said. "We are all looking forward to ushering in this new era of Big Ten football."

You'll be wasting your time trying to incriminate the dealers as if your daughter wants MJ chances are she'll find another dealer really quickly even if the one you reported got raided.

MJ is a socially acceptable drug that ALOT of people smoke in their leisure time, which is also why it's very easy to find replacement dealers, and also why it can be hard to quit. In parties, in gatherings, there's always going to be the temptation.

Even if your daughter goes through this program, there's nothing really stopping her from having a smoke once she goes out. But MJ is mild, I would be more worried if she went on heavier drugs. Hence I recommend education, encouragement, and support for your daughter rather than trying to make MJ usage forbidden/getting her in trouble for it. She has to learn personal responsibility, that's the only real defence that one has in the face of drugs.

The Microsoft chairman (who is also co-chair of one of the world's biggest charitable organizations)? is no stranger to international travel or meeting heads of state. But, on Monday, when he shook hands with South Korea's first female president, Park Geun-hye, Gates made a serious faux pas, which resulted in a cultural kerfuffle.

Gates shook her hand with just one hand. In South Korea, and much of Asia, that's only done in casual settings, with good friends. To top it off, Gates had his left hand in his pocket, signaling his superiority.

"How rude!" was the response in South Korea media. Almost every news organizations carried the photo on the front page.

The proper way to show respect would have been for Gates to clasp the South Korean leader's hand with both of his hands.

Was Gates sending a blunt signal of political disapproval to the new government leader? Was Gates ignorant of Asian etiquette??

There was enough media buzz that the South Korean president's office felt it needed to issue an official statement on the matter: "Bill Gates took a similar pose for a picture when he met former President Lee Myung-bak five years ago. Just think of it as an American style of greeting," according to Dong.com.

The first part of that statement is true. In fact, the Atlantic Wire compiled a series of Bill Gates One-Hand Shaking, One-Hand-in-Pocket photos from previous meetings with other world dignitaries, including UN Secretary General Ban Ki-moon, China's President Xi Jinping, and French President Nicolas Sarkozy.

Apparently Gates is consistently casual about his handshakes ? with whomever he meets.

While the one-handed Western handshake has become more common in Asia, business etiquette also suggests that one never looks directly in the eyes of the person you're meeting. An exception to that rule is the Philippines. And in many places, a bow is also part of the greeting.

In Cambodia, for example, if you meet a prominent businessman, the proper way to show respect is to place your palms together at chest height and bow at your waist.

There's also a culturally correct way to exchange business cards in Asia, too. Each card should be in English on one side, and the recipient's native language on the other. You present your card with both hands, native language side up and readable to the recipient. When you receive a card, it's also a two-handed affair. Look at it, thank the person, and put in gently in a coat pocket.

Taliban capture 11 from helicopter in Afghanistan

KABUL, Afghanistan (AP) ? A Turkish transport helicopter carrying at least 11 civilians was forced to make an emergency landing in a Taliban-controlled area in eastern Afghanistan, and the insurgents took all the people on board prisoner, including eight Turks and a Russian, officials said Monday.

The civilian aircraft landed in strong winds and heavy rain on Sunday in the village of Dahra Mangal in the Azra district of Logar province, southeast of Kabul, District Governor Hamidullah Hamid told The Associated Press.

He said the helicopter came down in a gorge in the densely forested region, known for narrow gorges and rugged mountains, about 20 kilometers (12 miles) from the Pakistani border.

The Taliban fighters then captured everyone aboard the helicopter and took them away, Hamid said.

In a telephone interview, Arsala Jamal, the Logar provincial governor, identified the prisoners as eight Turks, one Afghan translator and two foreign pilots of unknown nationality.

In Ankara, a spokesman at Turkey's Foreign Ministry confirmed that eight Turks were aboard the helicopter but had no information on their condition or what had happened to them after the emergency landing. The official spoke on condition of anonymity in keeping with ministry regulations.

Stepan Anikeyev, the Russian Embassy's press attache in Kabul, said in a phone interview that a Russian man was being held prisoner. He said the Russians know he was one of the two pilots, but they don't have details about his identity yet, and they are in "constant touch" with local officials in Afghanistan.

There was no information about the other pilot.

"A helicopter that belongs to no military organization made emergency landing in an area of Logar province," Interior Ministry spokesman Sediq Sediqi said. "We have sent our police forces to the area to investigate the situation, to find out the reason of the landing and to know who was in the helicopter, how many of them were there and their whereabouts at the moment."

Security forces were dispatched to the area where the helicopter landed and engaged in firefights with the Taliban but quickly retreated because they had no support, said Logar Deputy Police Chief Rais Khan Abdul Rahimzai.

"We brought the police back because there was no help from the (NATO) coalition or the Afghan army. The police were unable to secure the area, which is very rural, and we were worried," Rahimzai said.

He said that information they had from the region was that the prisoners were taken by the Taliban to Hisarak district of neighboring Nangarhar province.

Hamid said that repeated calls for the Afghan army or NATO help went unanswered, and police were unable to secure the area, 15 kilometers (nine miles) from the district police compound in the town of Azra.

NATO confirmed that the Turkish helicopter went down on Sunday, but the International Security Assistance Force did not have any other details. It did say there were "no ISAF" or "U.S. personnel onboard the Turkish helicopter," denying an earlier Taliban claim that they had detained Americans on the aircraft.

ISAF spokeswoman Erin Stattel said the coalition was assisting in the recovery of the aircraft, but would not say how. She could not say whether the helicopter made a precautionary landing or the Taliban had forced it down.

Turkey's state-run Anadolu Agency, quoting an unidentified official from the Khorasan Logistics company in Kabul, said an MI-8 type helicopter belonging to the company made an emergency landing near the town of Azra due to bad weather conditions. There were 11 people on board, including eight Turks, one Afghan and one Russian, Anadolu quoted the official as saying.

The helicopter reportedly belonged to a company called Khorasan Cargo Airlines. No one was answering telephones at Khorasan's offices in Kabul or in Dubai.

Rahimzai said he didn't know what kind of cargo the helicopter was carrying, where it was headed, or whether it was working for NATO.

Although the capture or kidnapping of foreigners is not uncommon in Afghanistan, large scale captures of foreigners are rare.

The last such instance occurred in July 2007 when the Taliban abducted 23 South Korean church volunteers as they traveled by bus along a dangerous road in southern Afghanistan. The militants killed two men soon after taking them and later gradually released all the remaining captives over a month.

Last month, the Taliban released a Turkish engineer that they kidnapped two years ago. Taliban spokesman Zabiullah Mujahid said at the time that the engineer was released as a goodwill gesture.

Hubble telescope catches an early glimpse of 'Comet of the Century'

Comet ISON, the long-traveling iceball that skywatchers hope will turn into the "Comet of the Century," takes on a fuzzy glow in an image captured two weeks ago by the Hubble Space Telescope?and unveiled on Tuesday.

The picture was taken on April 10, using Hubble's Wide Field Camera 3, when the comet was 386 million miles (621 million kilometers) from the sun and 394 million miles (634 million kilometers) from Earth. That's just inside the orbit of Jupiter. Right now, the comet's brightness is roughly magnitude-16, which means it can only be seen with telescopes. But comet-watchers are hoping that ISON will get dramatically brighter as it swings around the sun in late November. Some have said the comet could shine brighter than Venus or even the full moon.


The reason for those hopes?? and the reason for all the "coulds" and "mights"?? is that ISON appears to be a long-period comet, coming in from the far reaches of the solar system for the first time in living memory. Such comets are unpredictable: Will they shed lots of dust and glowing gas, or will they turn out to be duds? ISON's orbit is due to bring it within 700,000 miles (1.2 million kilometers) of the sun's surface. That could cause ISON to crumble like Comet Elenin did in 2011, or it could spark a flare-up of Comet Lovejoy proportions.

Unlike Comet Lovejoy, which lit up the Southern Hemisphere's skies during 2011's holiday season, Comet ISON should be visible from the Northern Hemisphere?? which means Americans might get an eyeful during this year's winter holidays. (There's that pesky "might"!)

The picture from Hubble helps astronomers get a better fix on the current state of Comet ISON: The nucleus appears to be no larger than three or four miles (five to seven kilometers) across. In Tuesday's image release, the Hubble team says that's "remarkably small, considering the high level of activity observed in the comet so far." The comet's fuzzy head, known as the coma, measures about 3,100 miles (5,000 kilometers) across, or a little less than the distance from New York to Dublin. ISON's tail extends more than 57,000 miles, far beyond Hubble's field of view.

Detailed readings from Hubble could unlock the secrets of ISON's origins, University of Maryland astronomer Michael A'Hearn said in a news release. "We want to look for the ratio of the three dominant ices, water, frozen carbon monoxide, and frozen carbon dioxide, or dry ice," A'Hearn said. "That can tell us the temperature at which the comet formed, and with that temperature, we can then say where in the solar system it formed." ?

Comet ISON was discovered last September and is formally known as C/2012 S1 (ISON). It takes its name from the International Scientific Optical Network, a group of observatories in 10 countries managed by Russia's Keldysh Institute of Applied Mathematics.

Alleged nextgen iPad rear casing suggests miniesque design and finish

We've seen a possible case, what could be the front portion of Apple's next iPad and this time around, Tactus has got its hands on the other half, the rear casing. Unfortunately, it's the not-so-interesting view, but we can still make out the space for the hole for the camera lens, sharper corners and the same dark blue finish we saw on both the fifth iteration of the iPhone and the iPad Mini. Tactus reckons it'll hold onto the original iPad's 9.7-inch display, but surround it with a thinner bezel. As for the rest of the specs that will eventually reside inside the redesigned shell, well, we'll have to wait for the official reveal from Apple for the full story.

Update: It's worth noting that 9to5Mac spied a similarly redesigned iPad shell at the start of the year. We've included their leak after the break. Thanks for everyone that sent this in!

What Are Miranda Rights?

To fans of television cop dramas, the Miranda warning has a familiar ring:

"You have the right to remain silent. Anything you say can and will be used against you in a court of law."

It goes on: "You have the right to an attorney. If you cannot afford an attorney, one will be provided for you."

Miranda rights have been read to nearly all persons arrested in the United States since 1966 ? but because of one critical exception, they won't be read to the suspect in the Boston Marathon bombing.

Fifth and Sixth Amendment rights

In 1966, the U.S. Supreme Court issued a groundbreaking ruling in the case of Miranda v. State of Arizona.

That ruling found that the Fifth and Sixth Amendment rights of Ernesto Arturo Miranda had been violated after he was arrested and tried for rape and kidnapping. [Understanding the 10 Most Destructive Human Behaviors]

The Fifth Amendment protects an arrested person from being compelled to be "a witness against himself," or self-incrimination; the Sixth Amendment guarantees that a person shall "have the assistance of counsel for his defense."

Miranda signed a confession after hours of interrogation by the Phoenix Police Department. At no point was he informed of his right to remain silent or his right to an attorney.

Miranda rights have undergone significant changes over the years, and some jurisdictions have their own variations of the standard Miranda verbiage.

Many U.S./Mexico border states, for example, have added the following: "If you are not a United States citizen, you may contact your country's consulate prior to any questioning."

The public-safety exception

An important exception was added in 1984, when the U.S. Supreme Court found, in New York v. Quarles, that if public safety is at immediate risk, a suspect's statements are admissible in court, even if his or her Miranda rights have not been explained.

In that case, an arresting officer asked a suspect where his gun was, to which the suspect replied, "The gun is over there." His statement was ruled admissible in court because the presence of a gun constituted a risk to the public.

This so-called "public-safety exception" to Miranda rights has been invoked many times since 1984, most prominently in cases of terrorism.

Boston Marathon bombing suspect Dzhokhar Tsarnaev will be questioned without being read his Miranda rights, according to Slate.

"The legal argument for the [public-safety] exception is that in times of exigency, where the public might be in danger, it is possible to interrogate an individual at some level in order to relieve the public of the danger," former U.S. Attorney General John Ashcroft told NPR.

However, Ashcroft said, "You don't want to get evidence that would be very valuable ? maybe essential to a conviction ? which is excluded based on the fact that a Miranda warning was not given, or improperly given."

In 2010, the U.S. Supreme Court ruled in the case of Berghuis v. Thompkins that a defendant had to explicitly state his or her desire to remain silent in order to be protected against self-incrimination.

During a lengthy police interrogation in 2000, murder suspect Van Chester Thompkins remained silent for several hours, until he made some incriminating statements.

But because Thompkins did not specifically state his intention to remain silent, his statements were ruled admissible.

In her dissent, Justice Sonia Sotomayor called the ruling "a substantial retreat from the protection against compelled self-incrimination," the Associated Press reports.

Box office out of this world for Cruise's 'Oblivion'

Tom Cruise's sci-fi pic "Oblivion" opened to $38.2 million at the domestic box office to come in No. 1 after a better-than-expected performance and despite a B- CinemaScore. Overseas, the Universal pic continued to please, grossing $33.7 million in its second weekend for an international cume of $112 million and worldwide total of $150.2 million.

The movie marks the actor's best North American opening outside of the "Mission: Impossible" franchise, not accounting for inflation.

Directed by Joseph Kosinski ("Tron: Legacy"), "Oblivion" co-stars Morgan Freeman, Olga Kurylenko, Andrea Riseborough, Nikolaj Coster-Waldau and Melissa Leo. Peter Chernin and Dylan Clark produced. The pic cost Universal and Elliot Inc. at least $120 million to produce.

Adult male moviegoers fueled "Oblivion," making up 57 percent of the audience.

Cruise's track record domestically has been mixed. "Jack Reacher" debuted to $15.2 million in December on its way to earning a so-so $80 million in North America. Conversely, "Mission: Impossible -- Ghost Protocol," opening to $29.6 million in December 2011, turned into a box-office monster, grossing nearly $700 million worldwide.

Sci-fi is a familiar genre for Cruise, who starred in "War of the Worlds" and "Minority Report," both directed by Steven Spielberg.

Set in 2077, 60 years after Earth has been destroyed by aliens, "Oblivion" follows one of the last humans stationed on the planet as he uncovers a troubling secret.

Universal decided to get a jump on the beginning of the crowded summer box office by opening "Oblivion" now. The studio has gone aggressively after males by advertising during major sporting events including the NCAA's March Madness.

Speaking of sports, Legendary and Warner Bros.' Jackie Robinson biopic "42" continued to score strong numbers in its second weekend, declining a slim 34 percent to come in No. 2 with $18 million. The baseball drama's 10-day domestic total is $54.1 million.

Paramount's "G.I. Joe: Retaliation" jumped the $300 million mark in its fourth weekend, thanks to stellar $33 million opening in China. The sequel has grossed $111.2 million domestically and $211.7 million internationally for a worldwide cume of $322.9 million. In China, the pic outpaced the first film by a four-to-one margin.

Bahrain F1 race to go ahead amid tensions, protests

MANAMA (Reuters) - Bahrain's controversial Formula One race will go ahead on Sunday despite opposition protests and street violence plaguing the island kingdom more than two years after pro-democracy protests began.

Young men have battled police officers in near-nightly clashes in the Gulf Arab country - a key Western ally that hosts the U.S. Navy's Fifth Fleet - since protests broke out in February 2011.

The country's Shi'ite-led opposition has also staged peaceful rallies that have drawn thousands of demonstrators demanding democratic reforms from the Sunni-led government.

But the Formula One race, which many in the opposition dismiss as a distraction from the country's urgent political problems, will go ahead as scheduled.

Bahrain's Crown Prince Salman al-Khalifa said over 15,000 people visited the circuit on Friday and more were expected on Sunday, despite the unrest. He dismissed the suggestion the government was using the race to paper over human rights abuses.

"What I would like to say is let's focus on what's positive, let's build upon the platform that we have, and let's celebrate this event with Bahrainis who are really passionate," he told reporters on Saturday at the Sakhir desert circuit, roughly 30 km (19 miles) southwest of the capital Manama.

Crown Prince Salman is a driving force behind talks between the government and main opposition groups aimed at breaking the political deadlock. He described the race as an opportunity to transcend national differences.

On Saturday, protests broke out in about 20 villages around Manama, human rights activists said, with protesters throwing rocks at police and security forces responding with tear gas in many cases.

Reuters could not independently verify most of the reports, but a Reuters witness saw young men scuffle with police in the Sanabis area west of the capital.

The government denies carrying out arbitrary arrests and torture and says any reports of wrongdoing by its security forces are investigated.

However, in contrast to the Shi'ite-inhabited villages where the clashes took place, there was little evidence of unrest in downtown Manama or around the race circuit at Sakhir.

Spectators there on Saturday for a Formula One qualifying round enjoyed a carnival atmosphere, watching music and dance performances and other activities geared towards children.

Watched by millions around the world, the opposition has hoped to use the race to put the spotlight on its pro-democracy campaign. The government has hoped to show unity and has portrayed the protesters as trying to undermine Bahrain's international image.

"This weekend is really about sport," Salman said.

Astronomers discover massive star factory in early universe

Smaller begets bigger.

Such is often the case for galaxies, at least: the first galaxies were small, then eventually merged together to form the behemoths we see in the present universe.

Those smaller galaxies produced stars at a modest rate; only later?when the universe was a couple of billion years old?did the vast majority of larger galaxies begin to form and accumulate enough gas and dust to become prolific star factories. Indeed, astronomers have observed that these star factories?called starburst galaxies?became prevalent a couple of billion years after the Big Bang.

But now a team of astronomers, which includes several from the California Institute of Technology (Caltech), has discovered a dust-filled, massive galaxy churning out stars when the cosmos was a mere 880 million years old?making it the earliest starburst galaxy ever observed.

The galaxy is about as massive as our Milky Way, but produces stars at a rate 2,000 times greater, which is a rate as high as any galaxy in the universe. Generating the mass equivalent of 2,900 suns per year, the galaxy is especially prodigious?prompting the team to call it a "maximum-starburst" galaxy.

"Massive, intense starburst galaxies are expected to only appear at later cosmic times," says Dominik Riechers, who led the research while a senior research fellow at Caltech. "Yet, we have discovered this colossal starburst just 880 million years after the Big Bang, when the universe was at little more than 6 percent of its current age." Now an assistant professor at Cornell, Riechers is the first author of the paper describing the findings in the April 18 issue of the journal Nature.

While the discovery of this single galaxy isn't enough to overturn current theories of galaxy formation, finding more galaxies like this one could challenge those theories, the astronomers say. At the very least, theories will have to be modified to explain how this galaxy, dubbed HFLS3, formed, Riechers says.

"This galaxy is just one spectacular example, but it's telling us that extremely vigorous star formation was possible early in the universe," says Jamie Bock, professor of physics at Caltech and a coauthor of the paper.

The astronomers found HFLS3 chock full of molecules such as carbon monoxide, ammonia, hydroxide, and even water. Because most of the elements in the universe?other than hydrogen and helium?are fused in the nuclear furnaces of stars, such a rich and diverse chemical composition is indicative of active star formation. And indeed, Bock says, the chemical composition of HFLS3 is similar to those of other known starburst galaxies that existed later in cosmic history.

Last month, a Caltech-led team of astronomers?a few of whom are also authors on this newer work?discovered dozens of similar galaxies that were producing stars as early as 1.5 billion years after the Big Bang. But none of them existed as early as HFLS3, which has been studied in much greater detail.

Those previous observations were made possible by gravitational lensing, in which large foreground galaxies act as cosmic magnifying glasses, bending the light of the starburst galaxies and making their detection easier. HFLS3, however, is only weakly lensed, if at all. The fact that it was detectable without the help of lensing means that it is intrinsically a bright galaxy in far-infrared light?nearly 30 trillion times as luminous as the sun and 2,000 times more luminous than the Milky Way.

Because the galaxy is enshrouded in dust, it's very faint in visible light. The galaxy's stars, however, heat up the dust, causing it to radiate in infrared wavelengths. The astronomers were able to find HFLS3 as they sifted through data taken by the European Space Agency's Herschel Space Observatory, which studies the infrared universe. The data was part of the Herschel Multi-tiered Extragalactic Survey (HerMES), an effort co-coordinated by Bock to observe a large patch of the sky (roughly 1,300 times the size of the moon) with Herschel.

Amid the thousands of galaxies detected in the survey, HFLS3 appeared as just a faint dot?but a particularly red one. That caught the attention of Darren Dowell, a visiting associate at Caltech who was analyzing the HerMES data. The object's redness meant that its light was being substantially stretched toward longer (and redder) wavelengths by the expansion of the universe. The more distant an object, the more its light is stretched, and so a very red source would be very far away. The only other possibility would be that?because cooler objects emit light at longer wavelengths?the object might be unusually cold; the astronomers' analysis, however, ruled out that possibility. Because it takes the light billions of years to travel across space, seeing such a distant object is equivalent to looking deep into the past. "We were hoping to find a massive starburst galaxy at vast distances, but we did not expect that one would even exist that early in the universe," Riechers says.

To study HFLS3 further, the astronomers zoomed in with several other telescopes. Using the Combined Array for Research in Millimeter-Wave Astronomy (CARMA)?a series of telescope dishes that Caltech helps operate in the Inyo Mountains of California?as well as the Z-Spec instrument on the Caltech Submillimeter Observatory on Mauna Kea in Hawaii, the team was able to study the chemical composition of the galaxy in detail?in particular, the presence of water and carbon monoxide?and measure its distance. The researchers also used the 10-meter telescope at the W. M. Keck Observatory on Mauna Kea to determine to what extent HFLS3 was gravitationally lensed.

This galaxy is the first such object in the HerMES survey to be analyzed in detail. This type of galaxy is rare, the astronomers say, but to determine just how rare, they will pursue more follow-up studies to see if they can find more of them lurking in the HerMES data. These results also hint at what may soon be discovered with larger infrared observatories, such as the new Atacama Large Millimeter/submillimeter Array (ALMA) in Chile and the planned Cerro Chajnantor Atacama Telescope (CCAT), of which Caltech is a partner institution.

The title of the Nature paper is "A Dust-Obscured Massive Maximum-Starburst Galaxy at a Redshift of 6.34." In addition to Riechers, Bock, and Dowell, the other Caltech authors of the paper are visiting associates in physics Matt Bradford, Asantha Cooray, and Hien Nguyen; postdoctoral scholars Carrie Bridge, Attila Kovacs, Joaquin Vieira, Marco Viero, and Michael Zemcov; staff research scientist Eric Murphy; and Jonas Zmuidzinas, the Merle Kingsley Professor of Physics and the Chief Technologist at NASA's Jet Propulsion Laboratory (JPL). There are a total of 64 authors. Bock, Dowell, and Nguyen helped build the Spectral and Photometric Imaging Receiver (SPIRE) instrument on Herschel.

Herschel is a European Space Agency cornerstone mission, with science instruments provided by consortia of European institutes and with important participation by NASA. NASA's Herschel Project Office is based at JPL in Pasadena, California. JPL contributed mission-enabling technology for two of Herschel's three science instruments. The NASA Herschel Science Center, part of the Infrared Processing and Analysis Center at Caltech in Pasadena, supports the U.S. astronomical community. Caltech manages JPL for NASA.

The W. M. Keck Observatory operates the largest, most scientifically productive telescopes on Earth. The two 10-meter optical/infrared telescopes on the summit of Mauna Kea on the island of Hawaii feature a suite of advanced instruments including imagers, multi-object spectrographs, high-resolution spectrographs, integral-field spectroscopy and a world-leading laser guide-star adaptive optics system. The observatory is operated by a private 501(c)(3) nonprofit organization and is a scientific partnership of the California Institute of Technology, the University of California, and NASA.

Senate vote nears, background checks in peril

WASHINGTON (AP) ? A bipartisan effort to expand background checks is in deep trouble as the Senate approaches a long-awaited vote on the linchpin of the drive to curb gun violence. As the showdown draws near, an Associated Press-GfK poll shows ebbing public support for tightening gun control laws.

In the run-up to the roll call expected Wednesday, so many Republicans had declared their opposition to the background check measure that supporters ? mostly Democrats ? seemed headed to defeat unless they could turn votes around in the final hours. Supporters seemed likely to lose some moderate Democratic senators as well.

"It's a struggle," New York Sen. Chuck Schumer, the No. 3 Senate Democrat, conceded Tuesday.

Perhaps helping explain Democrats' problems, an AP-GfK poll this month showed that 49 percent of Americans support stricter gun laws. That was down from 58 percent who said so in January ? a month after the December killings of 20 children and six aides at a Newtown, Conn., elementary school propelled gun violence into a national issue.

Just over half the public ? 52 percent ? expressed disapproval in the new survey of how President Barack Obama has handled gun laws. Weeks after the Newtown slayings, Obama made a call for near universal background checks the heart of his gun control plan.

In a climactic day, the Senate planned to hold eight other votes Wednesday besides the one on background checks, all of them amendments to a broad gun control measure.

They included Democratic proposals to ban assault weapons and high-capacity ammunition magazines, which are expected to lose; a Republican proposal requiring states to honor other states' permits allowing concealed weapons, which faces a close vote; and a GOP substitute for the overall gun measure.

The concealed weapons amendment, seen by advocates as protecting gun rights, was vehemently opposed by gun control groups, who say it would allow more guns into states with stricter firearms laws.

The votes were coming a day after former Rep. Gabrielle Giffords, badly injured in a 2011 mass shooting in Tucson, Ariz., and her husband, Mark Kelly, tried galvanizing gun control support by visiting Capitol Hill and attending a private lunch with Democratic senators. Senate Majority Leader Harry Reid, D-Nev., called the lunch ? senators said it included emotional speeches from lawmakers ? "as moving as any" he has attended.

Background checks, aimed at screening out criminals and the seriously mentally ill from getting firearms, now apply only to purchases handled by licensed firearms dealers.

Wednesday's first vote was on an amendment by Sens. Joe Manchin, D-W.Va., and Patrick Toomey, R-Pa., extending the checks to firearms sales at gun shows and online. The compromise was widely seen as advocates' best chance for winning enough GOP votes to muscle broadened checks through the Senate.

As the roll call approached, Manchin and others kept saying they were close ? but never said they had the votes they needed.

"We're close, but we sure need their help," Manchin told reporters after he and Toomey met privately with Giffords and Kelly.

In a sign that the two senators faced a steep path to victory, they were no longer considering a change to their bill that would have exempted people who live far from gun dealers.

Such people have a difficult time getting to dealers' shops to have background checks performed. The hope had been to attract votes from Alaska and North Dakota senators, and the sponsors' decision to move ahead without it suggested that their effort to win over those senators would fail.

No. 2 Senate Democratic leader Dick Durbin of Illinois said Democrats would need support from nine or 10 Republicans ? a daunting task.

Opponents will need just 41 of the Senate's 100 votes to derail the Manchin-Toomey background check plan.

Thirty-one senators voted last week to completely block debate on overall gun legislation. Just two were Democrats ? Mark Pryor of Arkansas and Mark Begich of Alaska.

If all 31 oppose the Manchin-Toomey measure ? and that is not certain ? opponents would need just 10 more votes to prevail.

So far, 11 of 16 Republicans who voted last week to let debate on the gun bill begin have said they will oppose Manchin-Toomey. That would give foes of expanded background checks 42 potential votes ? one more than they need to win.

Still uncertain was support from some Democrats from GOP-heavy states, including Max Baucus of Montana, Mary Landrieu of Louisiana and Heidi Heitkamp of North Dakota. Baucus and Landrieu face re-election next year.

The Senate gun bill would extend background checks to nearly all gun purchases, toughen penalties against illegal gun trafficking and add small sums to school safety programs.

The AP-GfK poll found that overall, 49 percent said gun laws should be made stricter while 38 percent said they should stay the same.

Among independents, support for stricter gun laws dipped from 60 percent in January to 40 percent now. About three-fourths of Democrats supported them then and now, while backing among Republicans for looser laws about doubled to 19 percent.

The AP-GfK poll was conducted from April 11-15 by GfK Roper Public Affairs and Corporate Communications. It involved landline and cellphone interviews with 1,004 randomly chosen adults and had a margin of sampling error of plus or minus 3.9 percentage points.

Loved ones seek word on Boston runners after blast

(AP) ? Far-flung family members, co-workers and friends frantically used social media, cellphones and even a "people finder" website Monday to try to learn the fate of participants and spectators at the Boston Marathon, where two people were killed and dozens injured after a pair of bombs exploded near the finish line of one of the world's great races.

The search was made more difficult because heavy cellphone use caused slow and delayed service. In an age connected by everything digital, the hours after the blasts produced a tense silence.

At the race, 51-year-old Julie Jeske of Bismarck, N.D., had finished about 15 minutes before the explosions and was getting food about two blocks away when she heard two loud booms. She immediately tried to call her parents, but could not place the call. A friend was able to post on Facebook that they were OK, but reaching her parents was another worry.

"I wasn't able to call and I felt so bad," Jeske said. "When I was finally able to reach them, my mom said she was just absolutely beside herself with fear."

Tim Apuzzo of Seattle said he spent an agonizing 10 minutes frantically trying to call his girlfriend, Quinn Schweizer, who was watching the marathon with her friends at the finish line. But when he kept getting a recording saying there was no service, he started to worry "because you know you have a group of people in this generation all wired in ... and quick to respond."

Finally, she was able to call him to say she was safe and that her group had left the finish line just minutes before the blast to walk to a cafe for lunch.

Google stepped in to help family and friends of runners find their loved ones, setting up a site called Google Person Finder that allows users to enter the name of a person they're looking for or enter information about someone who was there. A few hours after the explosion, the site indicated it was tracking 3,600 records.

Mary Beth Aasen of Shorewood, Wis., and her husband were using an app to track their daughter Maggie's progress along the marathon route. They didn't realize anything was wrong until a worried friend texted Aasen and asked if Maggie was OK.

The app indicated that Maggie was still moving, a relief for her parents. Mary Beth Aasen tried in vain to call her daughter for about 30 minutes before Maggie called her.

"When I talked to her she was pretty upset," Aasen said. "Physically she said she felt great but she was upset because she hadn't been in contact with her friends."

Aasen said she was waiting for Maggie to call her back with an update, but knew cellphone service was slow in the area.

"I just feel terrible for the people who haven't been in contact with their family and friends who are there," she said. "I'm praying for everyone who hasn't heard yet."

David Meixelsperger, who owns the Berkeley Running Company in Madison, Wis., finished the race about 90 minutes before the explosion. He sent an email to customers of his store and friends in the running community letting everyone know he was safe, but that he couldn't send or receive calls on his cellphone.

"At this time, all Berkeley Runners and Customers are safe," he said in the email. "We have been texting each other to seek out their whereabouts."

Kim Hauser, a substitute teacher in the Chicago area, did not know about the explosions until her students went home and she got a chance to look at her phone. There were messages from acquaintances asking, "'Is your brother OK?" She searched the news and it dawned on her why they were asking.

"I tried to call him immediately, but there was no cell service," the Frankfort, Ill., woman said. "I waited anxiously by the phone. I just felt horrible. I had a hard time holding myself together."

Five minutes became 10, then 20 ? finally, 45 minutes later she looked down to see a text from her brother, Thomas Wiora. He had crossed the finish line shortly before the explosion and was 120 yards away when it went off. But he was fine.

"I was relieved," she said. "But the whole thing was so heartbreaking."

Mary Butler of Oklahoma City hadn't been able to reach her husband, Jason Butler, who was running with his son, brother and other family members. But she said he'd posted on Facebook that he and the others were OK.

"That's all I know about it," Mary Butler said, adding she'd been trying to call since she'd first heard of the explosions. "I'm just waiting ? keep trying to call."

She declined to talk further so that she could keep her phone line open.

The Britain that Margaret Thatcher inherited

With remembrances of the late prime minister dominating the press, it is easy to forget the economic woes and issues of identity that gripped Britain in the years preceding her rule.

?Political, labor storms grow louder in Britain,? warned another, in January 1979.

?Britons? patience ? wears thin,? read a third.

As both tributes to Mrs. Thatcher and attacks on her leadership have poured in since her death, it is easy to forget the near-crisis that gripped Britain in the years preceding her rule, as the economy sagged under the weight of rampant inflation and broad unemployment. During the winter of 1978-79, just before the Tories swept to power, strikes rippled across the public sector ? the infamous British ?Winter of Discontent? ?? ?in response to a government wage cap.

Meanwhile, as nationalist rumblings rose in Scotland and parliament debated stricter limits on immigration, England seemed to be descending into a crisis of confidence about its very Englishness.

As a look through Monitor archives show, this was the deeply divided Britain that Thatcher and her Conservative Party took control of in May 1979 ? beleaguered and world-weary, its patience for government tanking and its economy on shaky ground. ?

As the Monitor?s Takashi Oka reported, ?

In London?s Golden Square, behind fashionable Regent Street, a gardener lovingly tends his neatly trimmed rosebushes surrounding an Everest-high pile of black plastic rubbish bags. A cleaner from one of the smart offices surrounding the square drags over a roll of carpeting to add to the base of the towering pyramid.

Two weeks? worth of uncollected garbage is the most visible sign of the labor discontent that grips strike-weary Britain this winter.? With hundreds of schools closed, more than a thousand hospitals reduced to emergency operations only, and wage demands spreading on numerous fronts, the hard-pressed Labour government, with traditionally close ties to the unions, is facing an increasingly embittered public.

What is the government doing about all this? Why must it mollycoddle the trade unions so? Why doesn?t it show some firmness for a change?

These questions, in essence, sum up the opposition Conservative Party?s challenge to Prime Minister James Callaghan and his Labour Cabinet.?(?Britons? patience with strikes wears thin,? Feb. 8, 1979)

The strikes were just the last spasm of the economic malaise of 1970s Britain, which featured high unemployment and double-digit inflation. In Sept. 1976, Mr. Oka noted that nearly 1.5 million Britons ? 6.2 percent of the working population ? were unemployed (?Soaring joblessness challenges Britain,? Sept. 22, 1976), a number that held roughly as national elections approached (?more than 1.5 million? in ?Sunny Jim and Iron Lady about to face off in Britain,? Sept. 7 1978). Inflation averaged around 13 percent throughout the ?70s, peaking at 25 percent.

Meanwhile, as the parties debated across the aisle in Parliament, Britain also revisited its own place in Europe.

Hamilton, Scotland ? The integrity of the United Kingdom is being challenged.

It is under attack from within by the Scottish and Welsh nationalists and, in a somewhat different context, by the Northern Ireland Unionists.

It is also under attack from without, as the sovereignty of the traditional nation-state is eroded in small ? but not insignificant ? chunks by membership in the nine-nation European Community (EC). ?

Is this old continent, where the modern nation-state was born and where it fought some of mankind?s most disastrous wars, to see its gradual transformation into something neither fish nor fowl, a kind of hybrid in which the trappings of sovereignty remain but much of the content is gone.

And if such a transformation does take place, what will this do to the Britishness of Britain, the Englishness of England??(?Britain at the Crossroads: Nationalist pressure,? July 10, 1978)

If those were the looming questions that faced Thatcher as she took office, however, she had also already earned some of the fierce loyalty that still characterizes her supporters. As Oka reported shortly after Thatcher became head of the Conservative Party in 1975,

The constituency chairman?s voice range out across the hall filled to bursting with Conservative Party faithful.

"Paraphrasing William Blake," as he put it, he began with familiar words, "I will not cease from mental fight, nor shall my sword sleep in my hand.? ?

Then, swelling to a climax, ?till Margaret Thatcher is in power,? he thundered, ?in England?s green and pleasant land.?

Cheers, laughter, and applause. All eyes were riveted on the blue-eyed, golden-haired woman in turquoise-blue dress standing beside the chairman.?

?It has been said that we are a middle-class party,? she said ? ?We?re not, you know ? We?re the party of all the people who believe in independence and freedom, who believe in living up to the best of Britain and not the worst.?

?More cheers and applause,? Oka went on. ?It was a rousing partisan speech, as it was meant to be.??
