First marine wilderness in continental U.S. is designated

The federal government cleared the way Thursday for waters off the Northern California coast to become the first marine wilderness in the continental United States, ending a contentious political battle that pitted a powerful U.S. senator against the National Park Service.

Interior Secretary Ken Salazar settled the dispute by refusing to extend a permit for a commercial oyster farm operating in Point Reyes National Seashore. Congress designated the area as potential wilderness in 1976 but put that on hold until the farm's 40-year federal permit ended.

As the expiration date approached, the farm became the center of a costly and acrimonious fight that dragged on more than four years, spawned federal investigations and cost taxpayers millions of dollars to underwrite scores of scientific reviews.

"I believe it is the right decision for Point Reyes National Seashore and for future generations who will enjoy this treasured landscape," Salazar said Thursday. The area includes Drakes Estero, an environmentally rich tidal region where explorer Sir Francis Drake is believed to have made landfall more than 400 years ago.

Salazar's decision drew a sharp response from Sen. Dianne Feinstein, who had championed the Drakes Bay Oyster Co. in its fight with the government. Feinstein said in a statement that she was "extremely disappointed" with Salazar's decision.

She had argued that the National Park Service contorted scientific studies to make the case that oyster harvesting operations caused environmental harm to Drakes Estero, a dramatic coastal sweep of five bays in Marin County north of San Francisco.

"The National Park Service's review process has been flawed from the beginning with false and misleading science," her statement said. "The secretary's decision effectively puts this historic California oyster farm out of business. As a result, the farm will be forced to cease operations and 30 Californians will lose their jobs."

Feinstein had attached a rider to an appropriations bill giving Salazar the unusual prerogative to extend the farm's permit. The company was seeking a 10-year extension of its lease.

Salazar said he gave the matter serious consideration, including taking into account legal advice and park policies. He directed the park service to develop a jobs-training plan for the oyster company's employees and to work with the local community to assist them in finding employment.

The company will have 90 days to remove its racks and other property from park land and waters. When that occurs, the 2,500-acre Drakes Estero will be managed as wilderness, with prohibitions on motorized access to the waterway but allowances for snorkeling, kayaking and other recreation.

The new wilderness will become only the second marine protected area in the national park system and the first in the Lower 48 states. The only current marine wilderness is 46,000 acres in Alaska's Glacier Bay National Park and Preserve.

Environmental groups applauded the decision, which they lobbied for.

"We are ecstatic that this ecological treasure will be forever protected as marine wilderness," said Amy Trainer, executive director of the Environmental Action Committee of West Marin.

The heart of the debate is an agreement that Kevin Lunny and his family inherited when they took over a failing oyster operation in the park in 2004. That lease with the park service stipulated that the business would cease operations in 2012.

Kevin Lunny has from the beginning sought to stay on the property and continue harvesting oysters. His farm has an extensive record of violating state and federal agreements and permits. The California Coastal Commission has fined the farm for various violations, issued two cease and desist orders and repeatedly requested that the Lunnys acquire a coastal development permit.

The state agency initiated another enforcement action against the farm earlier this month.

Lunny could not be reached for comment.

The farm's mariculture operation has found support among west Marin County's advocates for sustainable agriculture, who agreed with Lunny that federal and state agencies were unfairly hounding his operation.

His travails have caused alarm among the historic cattle and dairy ranches that operate within the national seashore in a designated pastoral zone. Park officials have repeatedly said they have no intention of curtailing ranching operations, and Salazar echoed that, adding that he wished to extend the terms of the ranch leases from 10 to 20 years.

The Lunny family also has a cattle operation in the park.

Hindu Rituals during Lunar Eclipse

Nutrition Response Testing Fitness ? An Alternative To Expensive ...

My dad is an advocate of natural medicine. There is no question whether or not he use modern treatments because to him, nothing beats the power of herbs and the traditional methods. Even when he started to feel uncomfortable because of some body pains, he refused to follow the doctor?s instruction to take medications. He insisted that those prescribed medicines will not really help him ? instead they will just worsen the situation. Though we tried to pacify and explain the importance of medicines, we were still not able to convince him. So, instead of wasting time convincing my dad to follow the doctor?s advice, we opted to find another solution. The best we got from our research was the nutrition response testing fitness. Actually, we are not sure if he is fine with it but since the process does not involve modern medication, I think there is a good chance that he will agree. Besides Dr. Suzan Starler ? the chiropractor who will handle my dad?s case is a notable one. I?m confident that she will be able to provide a good recommendation to my dad?s current health issue. I really hope that the nutrition response testing fitness will work for my dad. I know he is just trying to endure the pain but deep inside, I know that he?s really hurting. Former Florida Gov. Jeb Bush soared to rock star status in the education world on the strength of a chart.

A simple graph, it tracked fourth-grade reading scores. In 1998, when Bush was elected governor, Florida kids scored far below the national average. By the end of his second term, in 2007, they were far ahead, with especially impressive gains for low-income and minority students.

Those results earned Bush bipartisan acclaim. As he convenes a star-studded policy summit this week in Washington, he is widely regarded as one of the most influential education reformers in the U.S. Elements of his agenda have been adopted in 36 states, from Maine to Mississippi, North Carolina to New Mexico.

Many of his admirers cite Bush's success in Florida as reason enough to get behind him.

But a close examination raises questions about the depth and durability of the gains in Florida. After the dramatic jump of the Bush years, Florida test scores edged up in 2009 and then dropped, with low-income students falling further behind. State data shows huge numbers of high school graduates still needing remedial help in math and reading.


And some of the policies Bush now pushes, such as vouchers and mandatory online classes, have no clear links to the test-score bump in Florida. Bush has been particularly vigorous about promoting online education, urging states to adopt policies written with input from companies that stand to profit from expanded cyber-schooling.

Many of those companies also donate to Bush's Foundation for Excellence in Education, which has raised $19 million in recent years to promote his agenda nationwide.

Sherman Dorn, a professor of education at the University of South Florida, says some of Bush's policies as governor, such as an intense focus on teaching reading, made a real difference to Florida students.

?"It's pretty clear Governor Bush should get credit for giving a damn," he said. But by teaming with for-profit corporations to push cyber-schools, which have produced dismally low test scores in many states, Bush is "throwing away whatever credibility he had coming out of Florida," Dorn said.

Bush's allies disagree. For them, the former governor -- widely considered a top contender for the 2016 Republican presidential nomination -- is a visionary striving to build on his record of success.

"I've been very impressed with the thoughtfulness of his policies," said Joel Klein, who ran New York City schools for eight years and now heads News Corp's education division, Amplify, which donates to the Bush foundation.

Klein and officials at several other education companies that support Bush's foundation say they do so not for their own financial interest but to promote a broad policy debate.

Any implication "that corporate donors give to us for us to advance their agenda" is simply false, said Patricia Levesque, the foundation's executive director.

The Florida formula
Bush, who declined to comment for this story, says often that he has one abiding goal: to give all students the chance to reach their "God-given potential."

His "Florida formula" rests on the principles of increasing accountability and expanding parental choice. Among its tenets:

* Grade schools on an A-to-F scale, based mostly on student scores and growth on standardized tests. Give students in poorly ranked schools vouchers to attend private and religious schools.

* Hold back 8-year-olds who can't pass a state reading test rather than promote them to fourth grade.

* Expand access to online classes and charter schools, which are publicly funded but privately managed, sometimes for profit.

In Florida, Bush paired his tough-love measures with generous support. Schools that improved their grade or got an "A" received extra funding. Teachers got bonuses for successes like getting more kids to pass Advanced Placement tests. And students required to repeat third grade got intensive help at free summer reading camps.

States adopting the policies now, in a time of austerity, tend to leave out the costly support systems. That has stirred protests from school superintendents, school board members, teachers unions and parents who see the policies as punitive, humiliating and too narrowly focused on a single test as a measure of success.

Voters have spoken loudly, too. In this month's election, overwhelmingly Republican electorates overturned Bush-style reforms in Idaho and South Dakota and ousted the Indiana state schools chief, who had enacted much of the Florida formula.

In Florida, meanwhile, the durability of the Bush-era gains has come into question.

High school graduation rates rose during Bush's tenure but remain substantially lower than in other large and diverse states, including California, New York and Ohio, according to new federal data. Students' average score on the ACT college entrance exam has not improved and remains well below states such as Missouri and Ohio, where a comparable percentage of students take the test.

Florida's scores on the National Assessment of Educational Progress, widely considered the most reliable metric, dropped on all four key tests last year -- ?fourth- and eighth-grade reading and math. On all four tests, low-income students fell further behind their wealthier peers.

Jaryn Emhof, a spokeswoman for the Bush foundation, said the slipping scores are an indication that "schools were getting complacent" and need to be pushed with higher standards.

Opponents contend Bush's reforms never deserved much credit for the gains in the first place.

Other factors were at play, they argue. Florida voters passed a constitutional amendment to limit class size in 2002, for instance. And Bush's tenure coincided with soaring property tax receipts, thanks to the housing boom, which led to more local funding for schools. Per-pupil spending in Florida jumped 22 percent from 2001 to 2007, after accounting for inflation. It has since fallen sharply.

"There's this single-minded notion that only the program has supported yield improvements," said Ruth Melton, director of legislative relations for the Florida School Boards Association. "There's more to this than meets the eye."

Some recent research has cast doubt on the long-term effectiveness of the Bush policies.

A Harvard education research group reported this summer that Florida students who were held back in third grade notched a big boost in test scores initially, but the effects faded to insignificance before they entered high school. And annual studies commissioned by the state have found no evidence that low-income students who receive vouchers to attend private schools do any better at reading or math than their peers.

As for Florida's charter schools, a recent report found their students consistently outscore kids in traditional schools on state tests. The charters, however, serve fewer poor and special-needs students and fewer students still learning English.

Meanwhile, researchers have found that other states, such as Massachusetts, have boosted achievement without Florida-style reforms, using more old-fashioned remedies such as increasing spending and imposing rigorous curricular standards.

After an exhaustive study of state-by-state academic gains, the Harvard researchers concluded in a July report that "the connection between reforms and gains ... thus far is only anecdotal, not definitive."

Emhof, the Bush foundation spokeswoman, said that while "there is no silver bullet" to improve schools, the Florida formula "is the path with the most proven results." The state's size and diversity mean "if something works in Florida, it can work anywhere," she said.

Meet and greet
Indeed, the Bush foundation touts the Florida test gains as "perhaps the greatest public policy success story of the past decade" and aggressively presses its formula on other states.

Hundreds of emails obtained under a public records request by the nonprofit advocacy group In the Public Interest, which opposes privatization of schools, show the foundation working closely with allies in Maine, New Mexico, Florida and elsewhere to craft public policy.

Foundation employees write legislation and edit proposed bills line by line, then send in experts to testify on their behalf, the emails show.

The Bush foundation also funds trips and events to introduce Bush's donors to policy makers. At last year's national summit in San Francisco, the foundation set aside two hours for several state superintendents of education, dubbed "Chiefs for Change," to meet the foundation's sponsors.

In an email forwarded to Executive Director Levesque, an official from Apple Inc. also requested access to the chiefs to tout the company's products.

"This is a great opportunity. ... But there are a dozen other companies that want access," Levesque responded. She couldn't accommodate Apple, she wrote, unless the chiefs first found time to meet with "all the other companies including those actually funding" the Chiefs for Change network.

Apple declined to comment.

Bush foundation donors include family philanthropies, such as those established by Microsoft founder Bill Gates and New York City Mayor Michael Bloomberg. Corporate donors include Connections Education, a division of global publishing giant Pearson; Amplify, the education division of Rupert Murdoch's News Corp.; and K12, a publicly traded company that runs online schools.

Many of these donors sit on a Digital Learning Council that helped draft the Bush foundation's policy agenda. Key planks call for states to require online course work in high school and to lift restrictions that hinder cyber-school growth, such as limits on class size.

Studies in several states including Pennsylvania and Colorado have found that online students fare far worse than their peers in reading and math. Bush has said bad programs should be shut down, but he believes online schools have great potential to offer personalized, self-paced education.

"This is not about our commercial success," said Sari Factor, chief executive officer of E2020 Inc., which develops online curricula and recently signed up as a foundation sponsor. "We're focused on what's right for kids."

Still, Factor acknowledged that E2020 has "absolutely" benefited from Bush's advocacy.

In particular, Bush often talks up an Arizona charter school called Carpe Diem, which uses the E2020 online curriculum, employing just four teachers for 225 students because the kids do so much work online. Bush has flown policy makers from across the country to admire the school's innovation and cost cutting. That has brought more clients to E2020, Factor said.

Arizona data shows Carpe Diem test scores have fallen sharply over the past two years, a drop founder Rick Ogston attributes to a new curriculum and the sudden death of the principal.

That has not slowed its momentum; after visiting Carpe Diem on a trip paid for by the Bush foundation, Indiana officials urged Ogston to apply to open a branch there. The head of the state charter school board, Claire Fiddian-Green, says the school's "fairly strong track record" impressed her despite the recent slip in test scores. The new Carpe Diem campus in Indianapolis opened this fall.

Ogston said he and other charter and online school operators count on Bush's foundation to remove obstacles to their growth, such as state laws that require students to put in time in a physical classroom.

"We come to them to say, 'These policies are in the way, and it would be great if you could change them,'" Ogston said. "That's what they do better than anyone."?

What is e-commerce?

e-Commerce, also known as eCommerce, is short for ?electronic commerce.? Great.

What Is e-Commerce?

So what?s ?electronic commerce,? then?

Simple.

It?s buying and selling stuff over the Internet.

?Stuff? can include goods, services, or both. e-Commerce covers a broad range of businesses, from stores selling specific products, to auctions, to (legal, paid-for) downloading of music and movies.

It has become one of the most important results of the spread of the Internet.

Think about it.

You can go online, buy a book, and have it delivered to your door the next day, without ever setting foot in a bookstore.

It seems so natural now, but people couldn?t always do that. When it comes to buying and selling stuff, barriers of time and distance mean very little anymore.

e-Commerce has grown incredibly fast over the last few years. Expect this to continue, or even accelerate. Also, you can expect the line between ?regular? and ?e? commerce to blur more and more.

Almost every kind of business will be at least partly over the Internet.

What is e-commerce?

It?s a new way of doing business, relying on innovations in moving money and information around electronically, marketing goods and services over the Internet, processing the actual transaction online and Internet security.

Done right, e-commerce is faster, cheaper, more convenient and can reach more potential customers.

It?s worth mentioning that when we describe e-commerce as buying and selling stuff over the internet, it doesn?t quite tell the whole story. It isn?t just selling, e-Commerce also includes passing data back and forth in order for financing and payment to happen.

After all, what is the point of selling stuff if you don?t get paid for it??.right?

Oh. One more thing. You know that tiny little lower case ?e? at the beginning of the word e-commerce?

Ever wonder why it?s not a large, beefy upper case E?

The answer is simple: the e stands for electronic, and electronic, literally, means having to do with electrons.

Electrons are the sub-atomic particles whose moving around gives us energy in the form of electricity.

Venezuela's Chavez heads to Cuba for medical treatment

CARACAS (Reuters) - Venezuelan President Hugo Chavez will travel to Cuba on Tuesday for medical treatment, following a nearly two-week absence from the public eye, months after undergoing cancer surgery on the communist-run island.

Chavez, 58, underwent what appeared to be a remarkable comeback from an undisclosed type of cancer diagnosed in June 2011. In October, he won re-election despite running a campaign that was much more subdued than his previous bids.

In a letter to Congress, Chavez said he would receive a form of therapy known as hyperbaric oxygenation, which is often used for the prevention and treatment of bone decay caused by radiation therapy, according to the American Cancer Society.

Chavez has not appeared in public in 12 days. The absence is unusual for a leader who routinely chats for hours during live broadcasts, and suggests his health has weakened since the campaign.

"Six months after I completed the last radiation therapy treatment, it has been recommended that I begin a special treatment consisting of various sessions of hyperbaric oxygenation," Chavez wrote in the letter, which was read by congressional leader Diosdado Cabello.

"Together with physical therapy, (this) will consolidate the process of strengthening my health."

The letter did not mention cancer.

Hyperbaric oxygenation therapy, also known as HBOT, involves breathing pure oxygen while in a pressurized chamber.

Chavez's centralization of power and enormous control over the country's oil revenue have made him the center of the OPEC nation that provides about 10 percent of U.S. crude imports.

If his health took a turn for the worse, his unwieldy coalition of military leaders and leftist social activists could fall apart. Investors hoping for a more market-friendly government tend to buy Venezuela's widely-traded bonds on reports his health is worsening.

The country's benchmark Global 27 bond extended gains in the wake of the announcement.

It was not clear how long Chavez would stay in Havana. An official at Brazil's foreign ministry told Reuters that Venezuela's embassy in Brazil said he was still expected in Brasilia for a regional summit on December 7.

CANCER STILL SECRET

Chavez's refusal to disclose his actual condition has made his health the subject of constant speculation, particularly among some opposition sympathizers who quietly hope he will take a turn for the worse. He defeated opposition challenger Henrique Capriles by 10 percentage points in the election last month.

Late last year Chavez declared himself completely cured of cancer, but within months he had to return to Cuba for surgery to remove another tumor.

Some opponents of the president took to Twitter on Tuesday with jabs at the former soldier's followers, repeating the message: "#FooledChavistas, you voted for Chavez! They made you believe he had been cured!"

But the usually feverish speculation has been muted by the approach of the holiday season and a general weariness with politics after a year of campaigning.

Doctors say a couple of years must pass without a recurrence before a patient is said to be cured of cancer.

In addition to the bone-weakening side effects of radiation therapy on cancer sufferers, experts say HBOT is used to treat conditions including infections, abscesses and decompression sickness which can afflict deep sea divers.

"It is a palliative treatment that is very common for cancer patients, and often lasts for several months," said a Venezuelan medical source with knowledge of Chavez's treatment.

The medical source said HBOT is normally given at a rate of two or three sessions per week, and could also be used to treat damage done by radiation therapy to patients' digestive systems.

Many Venezuelan doctors suspect Chavez used steroids and other treatments to look and feel fit during the election campaign, which could have caused him other health problems.

Chavez spent several months traveling back and forth to Cuba to receive treatment. The typically hermetic atmosphere there, and his friendship with former leader Fidel Castro, helped prevent details of his condition from leaking to the press.

Venezuela's constitution says that if an incumbent leaves office in the first four years of a six-year term, a new election must be held.

Chavez's treatment could make it difficult for him to help allies campaign ahead of December 16 elections for state governors, which will be key to expanding his control over the provinces.

His allies, who run 15 of the country's 22 states, have considerably less popular appeal than he does and can get a leg up at the elections if Chavez joins them at rallies.

A prolonged absence could also slow the pace of key economic policy decisions, which often depend on his direct approval.

Most economists expect Venezuela will devalue its bolivar currency after heavy spending in the run-up to the October vote.

The currency has weakened sharply in the country's black market for U.S. dollars in recent months - the dollar now trades at almost four times the official rate of 4.3 bolivars.

Please help me plan stereo upgrade for new car...

  1. Default Please help me plan stereo upgrade for new car...

    Ok so I'm taking delivery on a 2013 328i (withOUT Harmon Kardon stereo option, I wasn't impressed) , and want to do the following to the stereo... pretty simple actually:

    - Keep stock head unit

    - 3-way passive speakers in the front doors. Could be total DIY with custom crossovers, not afraid of this. I've done tons of DIY home audio, so no big deal... But also not opposed to a pre-made 3-way... Tweets and mids up high, woofers down low... LOVE the Dayton RS Drivers... Maybe 6"W + 3"M + some nice fabric dome that fits in the sails.

    - Simple 2-ways in the rear doors for some rear fill, probably just coax, mostly just for when my son is back there... will likely be off when just front seat passengers.

    - Small-ish sub in the trunk, maybe a sealed 10"

    - Single chunky 5-channel amp powers all... sub runs off of 5th channel... less than super awesome, but keeps it simple... This is what I've done on a few cars now, works well.

    - Damplifier in doors, not gonna go too crazy since sound deadening in stock car is already quite good (so I've heard)

    - No eq or anything fancy, which is part of why DIY crossovers are appealing... I can keep the crossovers in the trunk, for easy access in case tweaking of component values is needed.

    - Whole shebang wants to be pretty stealthy, keep bone stock appearance

    So...

    Can anyone point me to some killer DIY 3-ways that would work well in the front doors? or maybe some pre-mades?

    Wanna help me ground-up the 3-ways? Could be fun, but real testing will be a pain, since I'll be driving this thing every day...tearing the doors apart multiple times ain't an option.

    Is this car a nightmare? Remember I won't be upgrading the head unit, if this helps...

    You could get the JBL MS-8, it has an 8ch amplifier built in, and does all the processing, but most ppl, from what I've read about it on DIYMA, use the "auto-tune" feature as a base and work from there.

    Also there's the JL audio and Rockford doo-hickies that allow you to use your stock head unit.

    Alot of people are using the miniDSP in they're vehicles, and you can get up to 4 channels per side (T, M, W, S) or (T, M, W, Rear) and add subs... You could use those uber-tiny new JL audio amps for that.

    What 5-channel amplifier are you looking into using? Make sure the sub channel has 500W or so, becuase if they're mounted in the truck and that BMW is as soundproof as one would assume, I've driven a newer 5-series and it was almost dead silent inside, you'll need quite a bit of power on the subs.

    You can do a little research on DIYMA as to what can fit in the doors, I'm sure someone has worked on one or a previous year's model, there's alot of pro installers on there.

    Not looking to go active, as I don't want to deal with all of the extra amp channels involved... running power to all of them etc... dsp setup you mentioned means going active right?

    Rockford Fosgate makes a simple 5-channel that should get it done, I think 300w from 5th channel, I forget... using one in my '04 Mazda 6 currently, very happy with it... with an efficient vented sub it should be enough

    Instead of doing three ways (sounds very time consuming and custom), maybe you could check with the BMW forums and see if the stock unit has hidden sub out on it. Or, just check the BMW accessories options and see if a sub is available. If it is, then the wiring should already be in place.

    Does the stock unit put out enough power to drive large woofers?

    Birmingham Education Foundation summit outlines challenges and ...

    "It was understandable to want to have all positive information, but it wasn't real," Froning said.

    BIRMINGHAM, Alabama -- For Birmingham City Schools to improve, the system will have to confront difficult and often unpleasant truths, Michael Froning, director of the Birmingham Educational Foundation, said Thursday night at the organization's educational summit.

    School leaders have not always wanted to take that hard look in the mirror, he said. In recent years, school board members have said openly in meetings that they did not want to have negative information about the schools.

    "It was understandable to want to have all positive information, but it wasn't real," Froning said. "We need to be real if we are going to make real change."

    The first school system"report card" the Birmingham Education Foundation released Thursday is the product of the two-year-old organization's efforts to qualify and quantify the challenges and opportunities of the Birmingham City Schools system. In the last year, two graduate students from Vanderbilt University's Peabody College of Education have distilled more than 14,000 complaints and suggestions that more than 2,000 residents and parents gave at 125 community meetings and focus groups.

    Many of the findings are daunting.

    In Birmingham, the number of students living at or near the poverty level is nearly twice the national average and well above the state average. What's more, as students have left the school system, the percentage of students living at or below poverty level has climbed.

    In Birmingham, the number of students who will move from one school to another in a given year is 25.3 percent, meaning teachers and principals have trouble establishing relationships with many students.

    In Birmingham, test scores have fallen and student achievement has faltered. The average ACT score among students is 18. UAB requires a score of 21 from its applicants to enroll, Froning said. The school system has a high school graduation rate of 55 percent.

    But not all the findings were disheartening.

    Of about 1,500 teachers in the system, 121 have achieved the highest level of certification from the National Board of Teaching Standards. Sixty one percent hold master's degrees and 93 percent are "highly qualified" under No Child Left Behind.

    To improve educational performance, the Birmingham Education Foundation has worked with Birmingham City Schools to create four "strands" of goals for improvement.

    First, the foundation will work with the city schools to improve parental involvement. That mandate came from parents, Froning said.

    "The things that parents told us about what they wanted for their children and their children's schools were the same as you'd hear in Berkley, Calif, New York City, or Mountain Brook, Ala.," Froning said. "Parents all over the world want the same things for their kids."

    Second, parents demanded better high schools. Working with Superintendent Craig Witherspoon, the foundation interpreted that to mean more career and college preparation in the system's high schools.

    Third, parents wanted better principals in the system. It is not that principals are bad, Froning said. Rather, school administrators are often so overwhelmed with their work that they are too busy for professional development. A goal of the system will now be to give those administrators the time and support they need to improve.

    Fourth, parents wanted more advanced learning opportunities for their children, like students in other systems have available to them.

    "We have interpreted that to mean that we have to work early with kids to get them ready for the gold standard of learning in this country and that is the AP [Advanced Placement] test," Froning said. "You can't pass the AP tests unless you've learned something."

    Further, AP tests are identical and simultaneous among schools across the country, and the scores give schools an apples-to-apples comparison for measuring achievement.

    For those four strands, the foundation and the superintendent have set corresponding goals for the system. Those goals include:

    • increasing parental involvement by 15 percent annually and achieving an 80 percent parental satisfaction rate;
    • making 100 percent of students college or career-ready by 2016;
    • implementing the Professional Learning Communities model in all schools by this year;
    • raising the AP test passing rate to the national average by 2015;
    • raising the average senior ACT score to 20 by 2016.

    A key component to turning Birmingham schools around is to expand the career academies already established by Witherspoon, Froning said. According to Froning, one of the greatest challenges in education is showing students how the things they learn in the classroom will serve them in life after graduation.

    "One of the brilliant concepts of career academies is that it ties a kid's present to their future," he said. "They are not only studying in school, but they are practicing for their life."

    In the past, career-centered education has skewed toward yesterday's job market. The foundation and the school system are working with the Birmingham Business Alliance to identify future-focused career paths, he said.

    And to help engage the community, the foundation has created a website, www.weareed.org, where parents, teachers and administrators can help shape the future of Birmingham schools.

    "Too often our national political conversation is more about blaming poor people for being poor than helping poor people make the next step," Froning said. "We have a full range of folks in Birmingham, but our perception as a nation and as a state is that in Birmingham parents and the community don't really care about their schools. We know that's not true."

    In his state-of-education address following Froning's presentation, Witherspoon said that when he first came to Birmingham, the then-president of the foundation worried that the foundation's work wouldn't match Witherspoon's direction for the school system. Witherspoon said that the opposite was true.

    "What was described for you are things that we are already doing, that have already started to take form and take place," Witherspoon said.

    For years, Birmingham schools have lost students by the hundreds, Witherspoon said. Going into the current school year the system had about 24,500 students, about 130 students fewer than last year.

    "What we are doing is, not only going to help stabilize the student population of the school system, but will grow it," Witherspoon said.

    In the last three years, the system has started 10 new pre-kindergarten classrooms in the system. Those are students who will stay in the system, Witherspoon said.

    While Birmingham schools have a 55 percent graduation rate, that does not mean that the system has a 45 percent drop-out rate. Some are dropping out, but others are transferring to other schools. According to Witherspoon, the system must better track those students to make sure their needs are met.

    According to Witherspoon, programs such as No Child Left Behind have focused on students at the low-end of the performance curve, sometimes to the detriment to students at the top end. Moving forward, the system will use AP scores to better measure how students at the top end are performing and the system will focus on growing the number of high-achievers. Part of that effort will be to expand the career academies, which have a graduation rate of 97 percent, he said.

    In addition to the career academies, the system is working to create an International Baccalaureate program at Ramsey High School. The system has talked about about starting an IB program for years, Witherspoon said, but so far it has had little to show for it.

    "Somebody said they had graduated from Birmingham City Schools about 18 years ago and they were talking about IB then," Witherspoon said. "Hopefully we won't have to wait another 18 years to bring that to fruition."

    Meanwhile, the system's career academies will increase the opportunities throughout the system. Career and technical education should not lock students into a career path, Witherspoon said.

    "Our goal is to merge the technical education piece with the academic," he said. "We don't want our students to think that there is an either-or. You can do both and the student can decide in the future what is best for them."?

    University Hospitals Case Medical Center's MacDonald Women's Hospital is leading an international trial investigating a first-of-its-kind on-demand drug for pre-menopausal women with sexual dysfunction. Led by Sheryl Kingsberg, PhD, this international Phase II study is one of the largest clinical studies to ever explore a "use-as-needed" treatment, Tefina, for women experiencing orgasmic disorder.

    Tefina is a nasal gel containing testosterone and is inserted in the nose with an easy to use applicator 1-4 hours before sexual activity. The study, which will involve 240 patients in the U.S., Canada and Australia, will evaluate if there is an increase in the occurrence of orgasm over the treatment period, compared against baseline levels.

    "Tefina is a potentially revolutionary treatment to restore women's ability to obtain orgasm and sexual satisfaction" says Dr. Kingsberg, Primary Investigator of the study and Chief of Behavioral Medicine at UH MacDonald Women's Hospital. "Low sexual satisfaction is linked to a lower sense of well being as well as to tension in relationships. We are hopeful that this be a real help for patients who say 'sex has become a chore.'"

    Anorgasmia, also known as female orgasmic disorder, is defined as the persistent or recurrent delay in or absence of orgasm. Although this condition affects 1 in 5 women worldwide, there are no approved treatments for anorgasmia.

    Tefina, developed by Trimel Pharmaceutical Corporation, is a self-administered low-dose testosterone gel. The testosterone is absorbed through the nasal lining, resulting in a rise in levels throughout the body. Low testosterone is linked to low sexual desire and the development of climax problems. Testosterone therapy not only improves sexual desire through central actions in the brain but also results in increased vaginal blood flow, which is critical for sexual satisfaction.

    "Female orgasmic disorder can be very frustrating for women who have previously enjoyed a satisfying sexual relationship," says Dr. Kingsberg, who is also Professor at Case Western Reserve University School of Medicine. "There is a vast need for new treatments for women with sexual difficulties as previous studies have shown that at least 5 percent of women are unable to achieve orgasm. Historically we have had little to offer women and progress has lagged way behind that of treatment for male sexual problems."

    Obama victory infuriates Pakistani drone victims

    ISLAMABAD, Pakistan - The roars celebrating the re-election of U.S. President Barack Obama on television give Mohammad Rehman Khan a searing headache, as years of grief and anger come rushing back.

    The 28-year-old Pakistani accuses the president of robbing him of his father, three brothers and a nephew, all killed in a U.S. drone aircraft attack a month after Obama first took office.

    "The same person who attacked my home has gotten re-elected," he told Reuters in the capital, Islamabad, where he fled after the attack on his village in South Waziristan, one of several ethnic Pashtun tribal areas on the Afghan border.

    "Since yesterday, the pressure on my brain has increased. I remember all of the pain again."

    The whole world was watching as America chose its president, and the general sentiment appeared to be a sigh of relief. NBC's Richard Engel reports.

    World leaders welcome Obama's 2nd term - but many challenges loom

    In his re-election campaign, Obama gave no indication he would halt or alter the drone program, which he embraced in his first term to kill al-Qaida and Taliban militants in Pakistan and Afghanistan without risking American lives.

    Drone strikes are highly unpopular among many Pakistanis, who consider them a violation of sovereignty that cause unacceptable civilian casualties.

    "Whenever he has a chance, Obama will bite Muslims like a snake. Look at how many people he has killed with drone attacks," said Haji Abdul Jabar, whose 23-year-old son was killed in such a bombing.

    Analysts say anger over the unmanned aircraft may have helped the Taliban gain recruits, complicating efforts to stabilize the unruly border region between Pakistan and Afghanistan. That could also hinder Obama's plan to withdraw U.S. troops from Afghanistan in 2014.

    A group of 32 American anti-drone activists will join a march to Pakistan's tribal areas, where U.S. strikes have killed thousands of people over the last eight years. NBC News Amna Nawaz spoke to some of them.

    Americans ignore 'great risks,' travel to Pakistan to protest US drone strikes

    Obama authorized nearly 300 drone strikes in Pakistan during his first four years in office, more than six times the number during the administration of George W. Bush, according to the New America Foundation policy institute.

    Since 2004, a total of 337 U.S. drone strikes in Pakistan have killed between 1,908 and 3,225 people.

    The institute estimates about 15 percent of those killed were non-militants, although that percentage has declined sharply to about 1-2 percent this year. Washington says drone strikes are very accurate and cause minimal civilian deaths.

    The Pakistani government says tens of thousands of Pakistanis have been killed in the fight against militants. Many were civilians caught in suicide bombings. Others were killed by the Pakistani army.

    Getting accurate data on casualties and the effects of drones is extremely difficult in the dangerous, remote and often inaccessible tribal areas. The Taliban often seal off the sites of strikes.

    While the aerial campaign has weakened al-Qaida, its ally, the Pakistani Taliban, remains a potent force despite a series of Pakistan army offensives against their strongholds in the northwest.

    Seen as the biggest security threat to the U.S.-backed Pakistani government, that faction of the Taliban is blamed for many of the suicide bombings across Pakistan, and a number of high-profile attacks on military and police facilities.

    For many Pakistanis, 'USA' means drones

    "We are amazed that Obama has been re-elected. But for us there is no difference between Obama and Romney; both are enemies. And we will keep up our jihad and fight alongside our Afghan brothers to get the Americans out of Afghanistan," Pakistan Taliban spokesman Ehsanullah Ehsan said.

    On Thursday, a suicide bomber rammed the gates of a military base in Pakistan's biggest city, Karachi, killing at least one soldier and wounding more than a dozen people.

    Pakistan's 'Generation Y' battles to shape country's future

    Pakistanis were largely indifferent in the run-up to Tuesday's election, expecting little change to the drone attacks regardless of whether Obama or Republican challenger Mitt Romney won.

    "Any American, whether Obama or Mitt Romney, is cruel," Warshameen Jaan Haji, whose neighborhood was struck by a drone last week, told Reuters on the eve of the election. "I lost my wife in the drone attack and my children are injured. Whatever happens, it will be bad for Muslims."

    Pakistani politician Imran Khan, a vocal critic of U.S. drone strikes, said he believed Obama stepped up the attacks in his first term so he wouldn't look weak on national security.

    Despite security concerns, presidential candidate Imran khan leads an anti-drone rally, including 30 Americans, into Pakistan's badlands. Amna Nawaz reports.

    "I think Obama essentially has an anti-war instinct," he told Reuters. "Without the worry of being re-elected, he will de-escalate the war, including the use of drones. This is positive."

    But for Mohammad Khan, who is not related to the former cricketer, the damage is already done.

    The February 2009 drone attack that destroyed his home left him as the main provider for 13 family members, forcing him to move to Islamabad and work with a real estate company.

    "When the Sandy hurricane came, I thought that Allah would wipe away America," he said. "America just wants to take over the world."

    Gabrielle Giffords faces shooter in court

    TUCSON, Ariz. (AP) ? The man who pleaded guilty to a deadly Arizona shooting rampage that also wounded then-Congresswoman Gabrielle Giffords came face to face with his victims Thursday, with one scolding him and saying his parents and community had failed him.

    "We've been told about your demons, about the illness that skewed your thinking," said Susan Hileman, at times visibly shaking, to Jared Lee Loughner at his sentencing hearing. "Your parents, your schools, your community, they all failed you.

    "It's all true," Hileman said. "It's not enough."

    "You pointed a weapon and shot me three times," she said, staring directly at Loughner. He looked back at her. "And now I walked out of this courtroom and into the rest of my life and I won't think of you again."

    Loughner's mother Amy could be seen wiping her eyes.

    Earlier, Loughner told U.S. District Judge Larry Burns that he will not be speaking at the hearing Thursday where the 24-year-old is expected to be sentenced to life in prison. Loughner wore dress pants and a dark brown shirt with a tie, and drank from a foam cup.

    Giffords and her husband, Mark Kelly, were in court. Kelly was expected to make a statement.

    Loughner pleaded guilty three months ago to 19 federal charges under an agreement that guarantees he will spend the rest of his life in prison without the possibility of parole.

    The deal calls for the dismissal of 30 other charges and a sentence of seven consecutive life terms, followed by 140 years in prison.

    Both sides reached the deal after a judge declared that Loughner was able to understand the charges against him. After the shooting, he was diagnosed with schizophrenia and underwent forcible psychotropic drug treatments.

    Some victims, including Giffords, welcomed the deal as a way to move on. It spared victims and their families from having to go through a potentially lengthy and traumatic trial and locks up the defendant for life.

    Ron Barber, a former Giffords staffer who was shot in the cheek and thigh during the attack and later won election to her seat when Giffords stepped down, plans to make a statement, said his spokesman, Mark Kimble.

    Hileman, who was shot three times while trying to save her 9-year-old neighbor, and Mavy Stoddard, whose husband died shielding her from bullets, plan to address the court.

    "He has to pay the consequences for what he did, and justice will be served," Hileman said.

    Judy Clarke, Loughner's lead attorney, didn't return messages seeking comment.

    Christina Pietz, the court-appointed psychologist who treated Loughner, had warned that although Loughner was competent to plead guilty, he remained severely mentally ill and his condition could deteriorate under the stress of a trial.

    When Loughner first arrived at a Missouri prison facility for treatment, he was convinced Giffords was dead, even though he was shown a video of the shooting. He eventually realized she was alive after he was forcibly medicated.

    It's unknown whether Pima County prosecutors, who have discretion on whether to seek the death penalty against Loughner, will file state charges against him. Stephanie Coronado, a spokeswoman for Pima County Attorney Barbara LaWall, said Wednesday that no decision had been made.

    It's unclear where Loughner will be sent to serve his federal sentence. He could return to a prison medical facility like the one in Springfield, Mo., where he's been treated for more than a year. Or he could end up in a prison such as the federal lockup in Florence, Colo., that houses some of the country's most notorious criminals, including Oklahoma City bombing conspirator Terry Nichols and "Unabomber" Ted Kaczynski.
